Programme Director

Whitehall Resources are currently looking for a Programme Director based in Scotland for an initial 6 month contract.

The Programme Director will be responsible for delivery of the overall programme and the associated projects within the Transformation with a priority focus on the Technology related projects and programmes.

This will include working with other SLC teams to deliver the changes required. This will include Finance, Commercial, Technology Delivery, Service Design, Architecture teams, Testing, Business Readiness teams from whom we will rely on support and/or who will dedicate members of their team to the programme.

Main Responsibilities:

– Design and delivery of the overall programme, approach and project plans to deliver the Transformation
– Setting up the programme with the appropriate teams, capabilities, partners, commercial, finance and governance
– Alignment of the programme with dependent changes across other portfolios and the wider SLC estate
– Assessment and prioritisation of projects to be delivered
– Management of 3rd party resources who will be delivering solutions within the programme and projects
– Sourcing, recruitment and development of the programme office, project and change management teams from both internal and external sources to deliver the components of the project
– Working alongside delivery teams to ensure projects stay on track and are delivered on time and to budget
– Maintaining a clear programme delivery milestone plan including the delivery of costs and the tracking of benefits
– Keeping abreast of dependencies inside the programme and with other changes being undertake at SLC
– Resource management for the programme overall which will include both SLC and partner staff
– Working with assurance partners (technical, programme and other government departments) to assess the progress of the programme
– Assuring the delivery of benefits aligned to the programme
– Tracking and reporting progress of the overall programme and producing appropriate reporting for SLC, its main board and its stakeholders
– Governance of the programme including creation of appropriate governance structures, reporting mechanisms up and down the SLC organisation

Essential Experience:

– Relevant academic and professional qualifications or equivalent experience/capability
– Direct and hands on experience of the management of technology programmes of the size and scale outlined
– Direct and hands on experience in application development and/or technical architecture
– Excellent leadership, delegation and management skills
– Demonstrable experience of delivering change in a high volume complex processing environment
– Direct and hands on experience of managing change in a complex technical change environment encompassing applications, integration, data management, analytics, and digital solutions
– Clear knowledge of appropriate methods and tools to be deployed in technology and programme delivery
– Experience of defining requirements and sourcing technical delivery partners and subsequent performance management
– Excellent communication and negotiation skills to build effective working relationships with multiple internal and external stakeholders
– Clear willingness to intervene or assist in the activities of their team where circumstances demand
– Budgetary management skills and experience
– Benefits identification and realisation expertise
– Worked in a multi-disciplinary environment in public or private sectors, managing high profile suppliers and stakeholders
– Excellent planning and organisational skills
– Strong commercial understanding and awareness including demonstrable external contract management experience
– Excellent verbal and written communication skills that are tailored to be effective and meaningful to all levels of audience
– Strong stake
